Southern California Gas Company (SCG) has various control systems in place to assure material quality. One aspect of this control revolves around meeting federal regulations set forth by the Transportation Title (49) of the Code of Federal Regulations (CFR), part 192 (49 CFR 192). This presentation will provide an overview of the corrective actions required to assure compliance with new regulatory mandates, and their effects on the various departments within the company’s supply chain. An example of a highly used material cancellation due to a rule amendment of the 49 CFR 192 by the Pipeline and Hazardous Materials Safety Administration (PHMSA) will be used.

Silvestre Pineda is currently a Mechanical Engineer with Southern California Gas Company under the Material Quality Management (MQM) team. His current role focuses on supporting standardization of companywide processes for manufacturer approval, material specification requirements, and material traceability. He has held positions as a Project Engineer, Design Engineer, and Team Lead. His experience branches through management, manufacturing, design, and research within the topics of electron beam, fluid mechanics, aerodynamics and structures.

He received a BS in Mechanical Engineering and a BS in Aerospace Engineering from the University of California, Irvine. He currently is a Certified SOLIDWORKS Professional and is trained in machine shop tooling and equipment. Lastly, he has been involved with the American Institute of Aeronautics and Astronautics (AIAA) and the American Society of Mechanical Engineers (ASME), currently holding the ASME Orange County Professional Section Vice Chair position.


John Hanlin is currently a Project Manager with Southern California Gas Company under the Material Quality Management (MQM) team.  His role is to support quality centralization and standardization company wide and to lead the quality management of complex facilities. He has more than 30 years of experience in the manufacturing industry, including 22 years with Public Utility and 9 years in Aerospace. He has previously held positions in the fields of Materials Management, Engineering, Supply Management, Operations, and Quality.

He received his BS in Business, with an emphasis in Operations Management, from California State University, Pomona. He is also Certified in Production and Inventory Management (CPIM) as well as a Lean Six Sigma Green Belt. In addition, he has been involved in constant process improvement projects and lean project teams. Lastly, he is involved with the American Production and Inventory Control Society (APICS), holding the following: Member of the Board of Directors, APICS Orange County Chapter, Associate Instructor Status, and APICS Orange County Chapter Past-President.
